You need to cvs update the common/ directory for all packages before 
tagging.  Until you do, they have dist defined to .fc8 so the tag in 
devel was given an f8 tag instead of f9.

You likely committed to devel, tagged, then backed up a level, cvs 
updated to get F-8/ (which also updated common/) and then tried tagging.
