WTF? Inaccessible bug reports?

Right.  Often times it's hard for us to know what is or isn't seen by
all, bugzilla just doesn't make that an easy to see thing.

I don't disagree that this should be avoided, I'm just saying that
mistakes happen and the tools don't exactly help.
