8.3 is a pre-FAT32 limitation. Since Windows XP, everybody uses FAT32 instead 
of the old FAT (even Windows 95 can read and write to FAT32).

NTFS allows the use of ":" (only the null character and "/" is disallowed. 
However, the Win32 API does not permit the use of ":".
