XOOPS in Fedora?

Hello, folks,
Is anybody, actually, packaging the XOOPS CMS? [1]
The license described in the "terms of use" is acceptable by Fedora? [2]
If, finally, no one is packaging the CMS and it is within the required
criteria, I would like to try.
