It's not.

That windows has had a more complex setup for a very long time even
though windows has historically sucked big time at i18n & l10n and only
cared about major locales should be a pretty good hint this is not
sufficient.

Just curious, have you ever had to interact with glibc devs on locale
data? Pulling teeth is less painful.
