I am quite new to packaging java things, but I am mostly going off JPackage's 
packaging (looking at many of their spec files) and existing java packages in 
Fedora (the asm3 spec is a very slight modification of asm2's spec).

jruby will not build with gcj, as of the last time I tried (which admittedly 
wasn't very recently).

I will take a look at the guidelines and try and shorten the TODO.
