I sense a mis-understanding: I do not want upstreams to change their
tarball-names nor to ban packages from Fedora because their upstream
names are non-ascii.

I want to see the file names of rpms in Fedora to be restricted
7bit-ascii.

E.g. to mandate the rpms being built from écollier-fonts.tar.gz to be
named "ecollier-fonts-*.rpm" and not "écollier-fonts-*.rpm"
