inittab vs. /etc/sysconfig/init for runlevel 3/5

Well, if it's going to go/not be used, then we need to fix at least
anaconda and livecd-creator to write things elsewhere.  In which case,
it'd be nice if /etc/inittab goes away too so that we can key behavior
accordingly
