error compiling postgresql with fedora mingw

Seems like these choices are carefully calculated to cause the maximum
amount of pain to *both* the upstream projects and the poor sods trying
to build them.

Anyway, as I said before, I'd be interested to see a tested patch to
get the Postgres sources building cleanly on Fedora-mingw; but whatever
tiny interest I had in doing it myself has vanished utterly.
