Package review backlog.

Well, https://fedoraproject.org/wiki/Package_Review_Process says when
the ticket should be closed; if that's not done then I can't imagine a
reason why anyone would complain about someone doing cleanup.  The
ticket could always be reopened if it's being held open for some
particular reason.
