Adding non-functional metadata to rpm doesn't seem to be difficult, and
it looks to me like it would be handled just fine by versions that
didn't "support" the new tag (its been awhile since I looked at the rpm
file format though, so I could be wrong). I'd take it upstream to learn
more about the policies and procedures for this sort of change.
