Furthermore, supposedly Cg and HLSL are virtually identical, and ATI
came up with this:

Which is BSD licensed and (apparently) fully functional. With some minor
hacking you could probably get full Cg support too.
There's also this:

Which seems focused on the older PS2.0/ARB assembly languages. Source is
available, but I can't find a license grant of any kind in it...
