Make upstream release monitoring (the service formerly known as FEVer) opt-out?

We should warn Remi about the numbering in R packages where . and - are 
equivalent in releases.

The practical consequence of this is that most of our packages are up to date 
instead of the brown warning shown in the table. :-)
