pgadmin3 license change

Hi,

pgadmin3 was removed from Fedora 10+ , because it was using Artistic 1.0
license:

Upstream just announced that they are changing license to Artistic 2.

So probably as of pgadmin3 1.8.5 (or 2.0, whatever), pgadmin3 will be
again in Fedora repositories.
