apache dist tag

Some additional info: dist tag doesn't make sense for a lot of packages. 
In other cases, maintainers prefer not to use one. Since dist tag is 
completely optional, they have that freedom and they don't have to 
justify their reasons. So other than asking specific maintainers why, 
there is no quick way to find out.
