For the Bugzilla gurus out there, to what extent is Bugzilla capable to
Assign a bug to the owner of a package for a certain branch?

Say I file a bug against foo in Fedora 8 now, and have ownership of the
foo package in PackageDB... would the owner of the foo package in Fedora
!8 branches be spammed with the Bugzilla report? Would it end up in
his/her assigned list?

I guess the example here is EPEL, which has a separate product "Fedora
EPEL" in Bugzilla, no? I guess it would be doable to add a product
"Fedora End-Of-Sales" or something (please avoid the Legacy or LTS names).
