I think your mirror is out of date:

$ repoquery --disablerepo \* --enablerepo rawhide --provides xulrunner |
grep gecko-libs
gecko-libs = 1.9.1.1
$ repoquery --disablerepo \* --enablerepo rawhide --whatprovides
'gecko-libs = 0:1.9.1'
$
