What decides that a package is multilib?

Several general rules apply:
1.  all -devel pkgs (and dependencies)
2.  any pkg containing shlibs (basically matching %_libdir/lib*.so.*

plus a whole bunch of other exceptions, but hopefully, that gives the
general idea.
