Easy "solution": rename the file to:
/usr/share/dbus-1/services/xfce-org.freedesktop.Notifications.service
that way you don't need an RPM-level Conflicts and it'll still work. This is
what PolicyKit-kde does.

That said, this also means that if both are installed, D-Bus will just pick
a semi-random one at runtime (basically, it depends on which got installed
first, because that's first in a directory listing). For the
PolicyKit-gnome vs. PolicyKit-kde stuff, we fixed all the packages to
depend on a virtual Provides so we can just not install PolicyKit-gnome at
all on the KDE spin. But it's not that great a solution.
