With Conflicts:, this seems to be a lot easier to implement. Just add a pseudo 
package named "no-flags" to the distribution and add a "Conflicts: no-flags" 
to any package that contains flags. Then install no-flags by default and every 
flag-hater is happy and others can just remove the package.
