In an anonymous crash system, there should be a "promote to bugzilla"
link, where people could comment.

This is also necessary because not every crash is actually a bug.  For
example, bad hardware can easily cause crashes in all kinds of
different software, and it's just broken to have that kind of unique
crash report mixed in with actual well-written bugs by knowledgable
contributors.
