According to repoquery, libguestfs is the only package doing this:
$ repoquery --releasever 13 --whatrequires /usr/lib\*/libcrypto.so\*
libguestfs-1:1.0.85-2.fc13.4.i686
libguestfs-1:1.0.85-2.fc13.4.x86_64
You may need a patched repoquery to use the releasever commandline
option on F12 or earlier, but for F13 it can be skipped anyhow.
