Licensing Guidelines Update - Please Read

I check dnsjava and it at all have not license file in tarball and main 
package.

In ImageMagick-doc LICENSE file added.

Now I can't commit in CVS, I think it because I should use git now. When 
I understand how use it I'll do that.
