If the SQLite bug can be fixed, then it should be done and the package
that found the bug should be updated to list that version as a minimum
requirement.   That  dependency  change  requires  at least an install
test.

If  the  bug  can  not  be  fixed in F12 in a compatible way, then the
package   that found the bug may need to take a different approach and
find  a  new  way  of  doing things that works in all supported SQLite
releases.

In  either  case,  releasing things to stable before the regression is
eliminated should not be an option.
