systemd and filesystems with noauto

Let me explain what I think Lennart meant with those "And?" replies:

A removable media device with no media in it cannot and will not be mounted
anyway.

The whole idea of the semantics being discussed is that the boot process
will NOT block on those file systems, so I don't see why this would be an
issue.
But I do see your other points. I'm just trying to explain what, I guess,
the laconic "And?" replies meant.
