People judge brokeness in different ways.  For some it's out right
functioning stopping, such as the repeated problems with bind vs dnssec.
 For other's it's a change in behavior from one update to another.  For
others still it's a change in soname making a locally developed/compiled
application suddenly stop working and needing porting effort.  Others
still it's a change that makes documentation produced at the release no
longer apply to the operating system after 3 months of updates.
