wv 1.2.9 soname bump

Hi

I have just built a new version of wv for Rawhide which has a soname bump

Affected packages are Abiword, Beagle and Lyx.   Just a heads up.  I can
rebuild these packages myself later if maintainers don't get around to doing
it.
