Yeah, I know that the initscript implementation might be obsolete soon,
but I wanted to have code in that form for possible use elsewhere.
(Also, it was the path of least resistance since little code duplication
was required.)

Whenever systemd gets to a reasonably mature state, we'll probably want
to push the initdb and upgrade scripts off to somewhere else.  But I
don't currently know enough about systemd to tackle that.
