Board efforts: scope, concept, and permission?

This is, IMO, the crux of the problem. While I'm all for increasing our
contributor community, if all we're doing is creating our own thing for
*just* this contributing community, I'd be rather said. After all, if we're
not going to try to do something big, why bother? :)
