We don't necessarily have a soname freeze.  I kind of wish we did, but
I'm sure that'd be met with lots of loud yelling.

We do have a branch event later today, and after that branch event all
changes for Fedora 13 will have to go through bodhi, and strongly urged
to go into the testing repo first, where we'll be able to detect such
changes and request they not be made.  That in theory will keep the 13
tree more free of frivolous changes.
