It won't automatically break anybody's existing system. It may break things 
for people installing it, but those people are installing the package for a 
reason, and it's generally better to have a package which MAY be broken (but 
probably works just fine) than not to have it at all.

Now OK, pushing out something that doesn't work at all is a bad idea, but 
normally a new package which gets pushed was tested by at least 1 or 2 
people (the submitter and/or the reviewer).
