'make lint' bug with noarch package

I noticed this bug when I ported it over to fedpkg.  Make lint also
still assumes that a package will only have one arch output, instead of
the possible arch + noarch sets.  I've fixed these two problems in
fedpkg, but I'm not really putting time into Makefile.common.  I was
surprised nobody had found this yet, I assumed it was a little used
target.
