Make pkgdb grant co-maintainer status automatically?

If something is going to be automated, that imho it should be the
non-responsive maintainer process directly. E.g. PkgDB could send out
nag-mails and if they are unhandled, a FESCo ticket is opened and the
non responsive maintainer process is followed.
