Where do you get the DVD? If it is a commercial shop, maybe they might
also provide you with updates discs if you ask.

There is also the free media project in Fedora, maybe they know someone
that can help you:

Also you might look for a local linux user group, maybe you can the
updates there.

Also for faster updates you might increase the metadata_expire for the
fedora repo in /etc/yum.repos.d/fedora.repo to something like forever,
because it should not change and you do not need to re-download it every
seven days. And in case you do not use it, the yum-presto plugin will
reduce the amount of download data for updates if you update regularly.
