Jesse should confirm this, but my impression is that it won't be a freeze in
the future -- we'll be able to branch both pkgdb and git without locking the
repository down.

That said, I don't know if we have a human race condition where we branch
a package and the maintainer builds for devel; unaware that it has already
branched for F-14.  So maybe we want a freeze anyway...
