Because I'm breaking the inheritance chain now that we've branched,
otherwise stable updates from F13/F12 could leak into dist-f14 and
bypass bodhi for dist-f14.  I had forgotten to add this to my SOP last
release which is why we had massively broken deps in the first branched
compose.  Since I was in a hurry I didn't have time to write a full
script that would do the tagging without notification.
