Upstream bugs vs. Fedora bugs: KDE people do it wrong

Do you remember a famous Debian OpenSSL bug fix made by qualified
Debian developer?

IMO program developer is most qualified to fix bugs.

You may not agree with this.

But still bugs are fixed by program developers not Fedora developers.
