Headsup: ABI changing libebml bump coming to rawhide

Hi All,

A new libebml version is coming to a rawhide near you. This
version does not change the soname, yet the C++ ABI
is still changing <sigh, time to educate upstream>

So all packages using libebml will need to be rebuild:
