pkg-config in rawhide

There has been some instability in rawhide pkg-config in the last few
days. The reason is that I've built the long-overdue 0.24, which turned
out to have a few small issues. 

One remaining problem that is still causing some build problems is 
https://bugzilla.redhat.com/show_bug.cgi?id=596433 where we need to
update find-requires.pkgconfig to match the behavior change that our
--print-requires patch underwent on its way upstream.
