Appeal to finish the change in maintainer for the openjpeg package.

Someone with that right permissions need to change who maintains the
openjpeg package in Fedora.   Callum Lerwick has been AWOL for a long time
now and has even said that he is not interested in long term maintenance of
packages in a post over a year ago.

I have had a bug open since F12 regarding a crash of evinced caused by
openjpeg.

There was a "Non-responsive openjpeg maintainer" bug stared against the
openjpeg package but it looks like some needed patches are not getting
applied to openjpeg.
