Lazarus is lacking crosscompiling ability(?)

Try asking on the Fedora MinGW mailing list.

Probably because fpc needs to BuildRequire mingw32-binutils at the very 
least. There might be other issues with packaging this, and the fpc and 
lazarus maintainer(s) are probably not interested in cross-compilation.
