Taking ownership of libcmpiutil and libvirt-cim

  Previous maintainer cvincent aparently didn't sign on the new CLA
in time, and the 2 packages are now orphaned for a week or so. So I
will take over, I already own the ACLs for those packages

Note that both packages are listed as owned by "orphan" but they don't
show up in the orphan list (yet ?)
