Proposing Fedora Feature for private /tmp and /var/tmp for all systemd services in Fedora 17.

I think that would be problematic if it's applied to all units; it's a
change in behavior that they would not necessarily be expecting.

I don't see an issue with applying it to everything we ship where
appropriate.
