yes, but doing it partially is a sight better than not doing it at all.
It did seem to speed things up somewhat in my tests, I think because not
all of the rest of boot has to wait on livesys completing; systemd
manages to get some other stuff done while livesys is spooling through.

yes, if you want to do things in such a way that there's no livesys
shell script being run at all (whether it's triggered by a SysV or
systemd service), that would involve quite a bit of surgery.
