As i see it the Secondary arch will continue to run as normal. 
we will get new build hardware for use in PHX,  it will be brught up
and added to koji behind the scenes we will be importing the matching
latest secondary arch builds to primary koji, and signing if appropriate
At cutover date we will take a outage to make sure we have full
matching content imported.  we would add the new arches to the tags and
enable building again.
 at this point in time then the secondary arch koji would be considered
 legacy and used only to maintain the older stable releases
