Because Fedora IS a Free Software distribution, with the exception of 
firmware, which is not considered "software" by Fedora because it does not 
run on the CPU. (And even for firmware, there are some terms which are not 
OK, like banning commercial use.) The FSF does not agree on the firmware 
issue, but that does not mean that Fedora's position is not consistent.
