No. /usr/sbin was used for sys-admin binaries, which were not required
during bootup and not useful to ordinary users.
Since Fedora has fallen into the UsrMove-trap, this argument is moot on
Fedora.

Correct. That's what the GCS are recommending libexecdir is for.
