unwanted devel-dependencies (currently perl)

why in the world introducing updates the installation
of devel-packages?

yum remove mod_perl-devel-2.0.5-1.fc15.x86_64
would remove "mod_perl" and all it's dependencies

yum remove httpd-devel
would remove "mod_perl" and all it's dependencies

yum remove apr-util-devel
would remove "httpd-devel" what is normally not a problem
but with the cross-dependency -> see above

all few months there are introduced unneeded devel-dependencies
with updates which will be fixed sometimes later, but that
causes everytime work to try what of them you can remove currently

i would suggest here more care to the maintainers
normally a installation should not need a single devel-package
