Packages with inactive owners orphaned and inactive comaintainers removed

I've taken:

cutecom
mrpt
nqc

I have also requested commit access for the available (el5 and el6) 
branches of mediatomb.  I maintain the fedora branches, and was going to 
take the el ones, but I noticed someone else called dibs in the first 
inactive package maintainers thread.
