Packaging guidelines for packaging vala bindings

By that reasoning, shouldn't we also fold python bindings in the -devel
package? They are small, python is already implicitly installed, so this
should be fine too.
(NB: I'm just being the devil's advocate here, I'm in favour of separate
subpackages for each language binding)
